State police investigator charged with sex acts with boysJune 23, 2005, 9:04 PM EDT
MASSENA, N.Y. --
A New York State Police investigator in northern New York has been charged with committing criminal sexual acts involving three boys between the ages of 10 and 16 over the past decade. Stephen Kotzen, 43, of Louisville, about 140 miles north of Syracuse, was charged with two counts of first-degree committing a criminal sexual act and one count of second-degree committing a criminal act.
St. Lawrence County Interim District Attorney Gary Miles said the investigation began this week when an alleged victim came forward and said he had been sexually molested by Kotzen. Miles said information from the investigation led to the discovery of two other alleged victims.
According to the felony complaint, Kotzen allegedly forced a 16-year-old boy's head into his lap before engaging in oral sex in Kotzen's bedroom. The complaint also says the first incident allegedly took place in 1995 and involved a 10-year-old boy in Kotzen's living room. A third charge alleges Kotzen performed oral sex on a 13-year-old boy in 2002.
Miles said the investigation, led by the state police Internal Affairs Bureau, is continuing.
Kotzen, a 15-year veteran with the state police, has been suspended without pay. At the time of his arrest, he was assigned as an investigator at the state police barracks in Massena. Kotzen is scheduled to appear Wednesday in Massena Town Court.
